San Teodoro era oriundo de la ciudad Evjait (en Asia Menor, actualmente Turquía) y gobernaba la ciudad Heraklea, cerca del Mar Negro. Con su vida devota y su bondadosa gobernación se ganó a los ciudadanos y muchos paganos, viendo su vida ejemplar, se convertían en cristianos. Cuando los rumores sobre su vida llegaron hasta el emperador Licinio (años 308-323), que era corregente de Constantino, él vino a Heraklea. Trataba de obligar a Teodoro a inclinarse ante los ídolos.
