En el año 313 el emperador Constantino El Grande firmó la ley sobre la libertad de cultos. Su coregente el emperador Licinio también firmó esta ley, pero en las regiones bajo su dominio se seguía la persecución a los cristianos. Cerca del año 320, en la ciudad de Sebaste, en Armenia, estaban estacionadas las tropas romanas. En el ejército había 40 guerreros cristianos, nativos de Capadocia (actualmente Turquía). El general romano Agrícola los obligaba a hacer ofrendas a los ídolos, pero los guerreros se negaron.
